Cause the Anti-Kaiju Defense League got budget crunched and only has dummy training missiles, and a few hundred rounds of bullets, so theyre strafing the kaiju and hoping they hit a critical spot and give it a really bad sting. Also, somewhat darker, I point to the meeting the general had with his advisors where they said "Our technology can't lock onto the kaiju", and he thundered "Well, it locks onto our fighters just fine, have them fly right next to it."

That point about jet aircraft flying within reach - or even SIGHT - of the Kaiju has been a pet peeve of mine for a while. All non-man portable missiles are stand off weapons meant to be fired from a significant distance, heck the F35 is meant to engage from beyond the range that an enemy fighter even knows it's there (an AWACS or surface radar tracks it, sends the information to the F35, which launches a missile from 30+ km away, first warning the target gets is when a missile comes screaming towards them at supersonic speeds). The Longbow version of the Apache is supposed to pop just it's sensor pod (mounted on top of the main rotor) up where it can see over cover (trees, or buildings) and then paint the target and fire from there. Predators fly around at 5 km altitude and paint targets for the Reaper to fire at, again from close to 10 km away. Even a Vulcan cannon would probably be fired at 500 metres or more. So yeah, why the hell is the F22 flying close enough to get swatted out of the sky by a flailing monster arm?
