In case it wasn't clear, I don't know anything about fishing. Like terminology-wise. I'm sure most of you don't either, but the one guy who does would definitly be all "Akshually, you'd only use that on a downwind cast." or something. (I don't even know if windwardness is a thing when selecting... knots or whatever.)
That thing Peggy is fishing for is definitely something that all helicopters have in them. I checked. You don't have to look it up.
Trying to free her legs is a natural instinct, but while the one was pressed into the dirt, the other one is trapped between the chopper and a bit of rock. At best, her shin bones probably look like shattered peanut brittle, so giving them a good tug... well no one could think less of her for blacking out a little. Also possibly peeing a little, but she left that out of her retelling, if indeed it happened that way.

Fishing can be used as a verb anytime you are trying to grab something. If you need to extend your reach with a tool or have to guess where the thing you're grabbing for is, it's definitely fishing.

My limited knowledge suggests that a trapped limb collects poison (muscle and tissue breakdown products), and releasing the trap can flood your system and put you into shock and even kill you. So Peggy may be better off, by some metric, not being able to free herself.

I met someone once who had something similar happen to them (wasn't a helicopter they were trapped under) and by the time they got rescued, yeah they lost the foot. So these things do happen.

Peggy was incredibly lucky just to survive the crash, never mind what comes later! That rotor blade a foot from her neck is so traumatic to be sure.

I did a little spinner fishing in my youth. So long ago that I can't remember much. Beyond that, all my knowledge comes from video games. Good news for you is that unless you made Peggy an accomplished fisherperson in universe, she's unlikely to have much knowledge either. So, using 'fishing' to mean 'throw a hook until I catch something' is a good enough explanation. It's her story Damit!
