It's a kind of nutty local tradition called 'squibbing'. Basically its a firework leashed to a stick :D There was a time when they exploded at the end, but I think this may have caused one too many injuries, so now they just fizzle out. However the sparks can still (and do) set clothes on fire, so fur coats and hats are to be avoided :P
