I am not sure about the frescoes at the location referenced here and how they fade. But, by definition frescoes are painted into wet plaster and so the pigments are literally in the wall, not on the wall, if that makes sense. You have to paint very quickly into the wet plaster and as the plaster dries so does your painting.
