The Black Loch Conclave - Final Round Runoff

Unless one proposal wins more than half of the votes here, the top two will move on to a final cage match, in which they will beat each other mercilessly with steel chairs until one emerges victorious. As always, feel free to discuss and debate these below.
Kenneth proposes a drow outpost built into the ceiling of the loch, allowing them to keep an eye on the passing ships below.
Leo proposes a shipyard run by deep gnomes, famous for its high quality shipbuilding.
Alfred proposes a kobold village in a maze of wet, narrow tunnels and moss farms, which the kobolds travel through in coracles (tiny, circular rowboats). The thing the kobolds value most is their collection of rubbish and fungi, but their heaps of filth hide a much greater treasure.
Mirjirj proposes the gigantic, petrified skull of an ancient deity, with several ruined structures inside and around it. Recently, these ruins have become the home of a small community of deep gnomes.

As a shill for big moss, I have to say I'm surprised there's not as much commitment to seeing the primary sector of food production in the black loch fully realised as a labyrinthine network of canals and switchback tunnels, manned by angry lizards in hemispherical rowboats. Also worth noting that the loch seems to be primarily saltwater, and kobolds are cold-blooded - so the only logical conclusion is the village sits on a freshwater hot spring, which players *could* experience as the world's worst public baths, alongside its more obvious primary use as an agricultural microdungeon. We've got representatives from the rest of the underdark residents on this list already - why not give the venetian bathouse lizard-dog farmers their moment in the sunlight? (provided the *sun* is a 10ft radius of dim light)
