Also if Zerbu's Spawn Refresh mod is used, depending on the lot it should be staffed eventually so all you need to do is put the stall on a lot and make sure that the vendor can get in through the back and that there's space to order in the front. That's what I used when I put the vietnamese stall in a library lot. After some time passes, someone staffs it.
