Nope. Not surprise. Mal got everyone with her Enthrall, again. It's like she has an unintended splash damage radius when she Enthralls someone. We saw it happen in chapter 11, page 567, when she Enthralled Tim to calm him down. That time, Marcus and Harvey were both hit. The memory of that would also help account for some of Harvey's reaction here.

The reactions of Tom’s pack in panel 3 are very interesting. Why are they so shocked? Enthralling might not be a commonly-used ability, but surely they expected an alpha like Mal to be capable of it!
