I was a little surprised how much they depended on the opponent to check on them instead of the ref doing the usual check

The fact that he debuted already almost makes me think that he didn't win this. It sounds like he had already been at the PC for a year or so, so he might have been ready for a call up anyways. Would also explain him being an alternate if they wanted to mostly focus on people earlier in their development.
