No. Two problems. 1) It will not gain enough momentum as it falls to the center to get all the way back up and out the other side. 2) Most of the United States is antipodal to the Indian Ocean, not China - so China is not on the opposite side of the Earth. If he dropped it in Hawaii, they might have to watch for it to emerge in Botswana or possibly Namibia - from extreme Northern coastal Alaska, it would appear in Antarctica.
