I think the mad gamble immortal has set up some sort of effect that takes the die roll and then organizes things in accordance. As a result the effect has determined that Liu Feng and this blonde girl would be a good match and so they both find the other attractive for... Some... Reason... Which is hilarious and daunting.

Maybe the city is powered by extracted luck from its residents 🤔. How else is it able to be so wealthy unless the wealth is extracted from somewhere. Since they don't appear to be a world power and we haven't heard about them owning any precious resource, I think the resource they were able to hardest is luck.

The joke is probably that the city has very low levels of corruption and less asshole cultivators. The way it is run is probably closer to meritocracy than the usual cultivator nepotism, since even if roles are assigned by dice, it can be be better on average than pure nepotism & you will likely not roll dice for everything.

Also cuz 5% of people entering being treated as royalty by the city seems unlikely.

Either those dice aren't fair, or they don't try to actually kill everyone who rolls a nat 1. Because otherwise, you'd be looking at a 5% casualty rate for visitors. Most wars have lower casualty rates among the soldiers. That sort of fatality rate would keep everyone away from the city.
