It's set to exact number. So if it's a tie, I will probably do both winning ideas, unless they are the polar opposite and it can't be done. Like for example, if it would be two mental change that confict each other.

So is the result based on percentage or exact number of votes (if the percentage is the same between top contenders is it considered a tie?)
