Not really a waste. Typically they shred the pantyhose when they get a rip. Sometimes when getting a rip during a try on. Or otherwise wouldn't want to wear the hose as is.

I've seen videos of women tearing their pantyhose while wearing them and I always considered it a terrible waste of pantyhose. However, if some sell their worn pantyhose, a tear or rip is proof that they're the ones shown in the video. I still think it's a waste of hose.
