Honestly, I'd just make to it where each supermoon day, the citizens are all told to come outside for the moon's arrival, so that everyone becomes a werewolf and just ride it out until sunset, thus mostly avoiding civilian casualties since everyone will be wolfed out anyway

I like the concentrated Capsacian concept. But the Werewolves are mammals and are susceptible to lethal chemical agents. I would substitute the OC with GB (Sarin) and VX. This would expose the creatures to a non-persistent GB and a thick oily VX to wade through. They would respond with seizures, paralysis, cardiac arrest, coma, and death. Although environmental cleanup may be problematic, you have 3 months to complete the task. Hicks suggested they nerve gas the aliens before deciding on the nuclear option.
