I think Sarah was honestly just too busy and like mentioned in past chapter asked her brother to check in for her. Soeji made it clear she wanted to avoid Sarah and not talk to her so she respected that boundary. By stepping over that it would be breaking any trust that there was. Sarah also has no clue Soeji turned a new leaf and it’s safe to assume she would think she’s still upset and all.
