Hi Tim, I did some investigation into why the nose cone fairing wasn't rotating and found two configurations that work: one is to position the hinge such that the top part of the hinge is slightly outside the tubular fairing and the other is to move the nose cone fairing up enough that it doesn't overlap with the hinge. Fairing logic tries to be smart and treats anything that is physically inside the fairing as shielded, which is why most of your attempts to get around it by changing the parts' parents didn't work. Finally, the lack of a "deploy shielded" option is because that only applies to wheels and deployable parts that have special logic to prevent deployment when in a fairing, which robotic parts lack.
