Yep, the local bubble. I think it was about 30 years ago I learned about it, and realized it was bad news for Bussard Ramjets. And yes, proton-proton fusion is almost impossible to do unless you use a star to confine it

Another example of a unique trade good, are the Sunstones found only on Zarathustra, in Piper's _Little Fuzzy_.

The other issue with the Bussard ramjet is that Sol is located inside a large "bubble" probably created by a supernova and the H density is actually worse than the galactic average. Also, don't you have to get to about 14,000,000C to have proton fusion?
