That excerpt about how there's a lack of infrastructure is what some space enthusiasts tend to forget. You got that colony on planet Y because you had the entirety of Earth's infrastructure behind you. So, until you can replicate that infrastructure at some level, you'll be dependent on Earth for just about everything.

Of course, one solution to using hydrogen in a laser launch system is to tune the lasers to either 656 nm or 486 nm. Now, how transparent the atmosphere is to those frequencies, I don't know. But it's a possibility. Also, in the very next section, you talk about Lightships, which use the Earth's atmosphere as reaction mass. Once you get above a certain altitude, you'll either have to switch to hydrogen or add hydrogen and seed particles to keep your thrust going. But a lot less mass to reaction mass. Though one wonders if you could simply turn the light cone into an aerospike...
