One of the issues with "saturation diving" where the divers stay under pressure for many days, is that there is a potential for neurological issues. So those fellows in the Breathing Helium quote probably had issues not because they sounded like Donald Duck, but because they were suffering from neurological damage from being under pressure all the time.
