Looks like I might have jumped the gun. I found a newer map by the same guy who said that 20% value was for an aerial colony (so of value to scifi writers) while 27 was for all the way from LVO to the ground. http://hopsblog-hop.blogspot.com/2013/04/cartoon-delta-v-map.html

Aha, I think I found it. It's a human eyeball error. On this map the "12.7" looks a lot like "27" if you don't zoom in far enough. http://www.clowder.net/hop/railroad/deltaveemap.jpg 20% overhead seems much more reasonable.

I've found a possible error in the delta-V maps for Venus. The 27km/s value for LVO to landing value on all these delta-V maps comes from the Wikipedia delta-V budget page. That in turn is sourced from this page http://www.clowder.net/hop/railroad/deltaveemap.html which does not show its work. I can only assume this is trying to integrate atmospheric drag because the naive value for escape velocity is 10356 m/s. Here's my math. https://pastebin.com/YWKSWqM3
