I think that mouse would have actually worked with 98 if you popped in the 98 CD it asked for, the USB HID driver wasn't always included back in those days

With 98 you want a PS/2 mouse especially since he'll need the serial port free for Palm Pilots and other serial things. There are also additional USB drivers for Windows 98 that will even make thumb drives work.
