I guess it's because of Tomo is not a girl, Saki must appease the god, she will hold a ritual all by her own, and Tomo must leave here.

Why is “A beautiful girl” a question in Tomo’s mind? Saki only ever told him that females were allowed inside the shrines (once again, dubious, considering what happened) but never referred to them as “beautiful girls”. That’s a savaster term. Is this to imply he’s had some sort of awakening or something? Also, is there a reason why they can’t all go up? Is there something else Saki needs to do down here, or is she holding up the rear to keep an eye on everyone? And if it’s the former, then surely Tomo would be expected to stay as well, right?
