Is it just because nothing is giving it that speed? For example if instead someone pushed the block with a force of 50N resulting in that speed, would it then be considered a force?

speed is not a force ^ you dont draw speed in free body diagrams,

For the second problem, how come the initial speed of 14 m/s is not a force acting on the block?
