Indycar hybrids didn't help Iowa, but most drivers were blaming the partial repave of the track far more than hybrids. Iowa did it for NASCAR and there is a long history of NASCAR repaves messing up indycar ovals. In this case they only half paved the 2nd lane's corner entries and made it unusable. Also Honda is the party that was demanding hybrid, at the board level apparently.
