Well the Necromancer is also a Pirate King so it could also be that he just wants to loot the island. But this is a well made point and given how much we know about the Rogue anyway it could still be very likely. Also an alliance between the Rogue and Adventurer would work very well.

If nothing big changes during the next chapters "date", then I'm 99% sure it's the Necromancer Volt whose really the Rogue (with a tiny chance it's the Adventurer). The Adventurer's "message" was so obvious I can't believe I missed it the first time around. "Get the ships ready for the big party." Who needs ships and why? Well, Cobweb needs Airships to take the Kish Island.
