Almost. Cassandra and Catherine are meant to be stronger but for most people Jane is. Mainly because Cassandra and Catherine don't advertise themselves and have never competed against jane in strength; while Jane is a public figure, elite member of a very public law enforcement organization that no other super powered woman whose gone up against her has ever matched her strength. I'm sure Jane and Cassandra probably haven't met so its very likely Jane thinks there's no one stronger than her.
