I think Kris' point about the GI Joe Collectors now is correct. As a modern Joe Collector, I never had to fret and fight for figures. Sure, there were times when finding certain figures were difficult, but not impossible. Now? Damn! I've never had to really fight for these things like this. Honestly, I feel like an asshole. I guess I would feel like a bigger asshole if I complained to Hasbro's or Target's Customer Service. EXCEPT, they won't fix it if we don't complain.
