I got it to work, but with problems along the way. The font add method didn't work. I needed to add Japanese as a lower priority viewing language in both Windows and the browsers, with English remaining as the first priority language. This doesn't change the interface language; it only makes it possible to view Japanese kanji correctly. However, the Windows Japanese language install stalled. I needed to uninstall the "pending" install, and re-install it without the handwriting and speech components, and then it worked.
