The Dutchess helped Tommy plan the robbery. Her family was dedicated to the cause of restoring the Russian aristocracy, so they'd never have sold the jewels (or they would have wasted the resulting funds). She needed Tommy's help to steal the jewels. I also really like your definitions of strategist vs tactician. I'm actually not so sure which one Tommy is (not that they're mutually exclusive).
