The reason Shae's actions don't seem to make sense is because they're inconsistent from the books. Shae doesn't love Tyrion in the books, and really IS only there for money. Tyrion DID love his first wife, but it's mostly him thinking about her (which the show can't communicate to us), so the show simplified things by making his loving relationship be with Shae.
