I think Rhaenyra is more cautious than Dany because she (Rhaenyra) grew up with dragons. She knew the stories of the Fields of Fire and saw the scars on the land and people generations after it happened. In GoT it was only Dany with dragons, that's a big difference. Rhaenyra wasn't just avoiding war, she didn't want so much destruction and blood of innocents.
