The entire part is 8 measures long. You can think of it as four 2 measure phrases. Each line in the TAB represents one of these phrases (let's call them A B C and D)
You'll see that in each phrase the first 2 chords are the same. The third chord will differ in each phrase to match the underlying synth chords. The 4th chord is the same in all phrases, except phrase D.
I'd recommend practicing each phrase individually. So just work on A for a while, and then B, etc.
As with many of the funkier parts on this page, your right hand is going ham on 16th notes, regardless of whether you play anything with the left hand on that particular beat or not. The trick is to keep your left hand lightly touching the strings as it moves from one chord to another. This will prevent any open strings from ringing out while you strum your guitar into oblivion.

Yep, one thing I've realized teaching lessons on this page is how many of these guitar parts are all about those scratchy 16th notes!
This is a good, I like your thought process in figuring this out! Something to consider as well is the angle that you're picking on. When I strum a downstroke my hand moves slightly inwards towards the body, and when I do an upstroke my picking moves slightly away from the body. In other words my picking arc isn't totally parallel to the guitar. This makes it easier to only hit the high strings when muting the lower ones isn't feasible

Really enjoying this one. Helping a lot with thinking about muting. These are all just the top three strings of caged shapes (E shape, D shape, and Em shape, mostly with A shape right at the end). And I wanted to play them as: E shape: bar with pointer, middle finger on 3rd string, muting 4 with pointer D shape: pointer on 3rd, middle on 1st, ring on 2nd (like an open d) and muting 4 with pointer Em shape: bar with pointer and use it to mute 4 But this means I have to be very careful never to hit 5 or 6. So I went back and actually watched what you were doing to actually mute. After a few minutes I think I was more comfortable using the ring finger to mute rather than middle as I was finding it difficult to be as precise with the ringer finger in that position, but that doesn't really work when I get to the A shape.
